Card programme management is the work of designing a card product, connecting it to an issuer and a processor, and running it day to day. Finoserv does that work for brands, banks, fintechs and fleet operators. Cards are issued by a licensed bank or EMI, which holds the network membership, the cardholder funds and the regulated relationship with cardholders. We design, build, integrate and run the technology around it.
Card issuing as a service
Most programmes start on an issuer's licence and BIN. We help you define the programme (card type, funding model, limits, fees and markets) and prepare it in the format issuers and networks expect for approval. We then integrate the issuer's processor, build card controls into your app, and connect tokenisation for mobile wallets where the issuer supports it. If cards are part of a wider account product, see neobank development.
Prepaid card platform and corporate prepaid cards
Prepaid programmes depend on clean load and reload flows and balances customers can read at a glance. We build consumer prepaid and payroll cards, and corporate prepaid cards with spend controls by employee, merchant category and budget. Receipt capture and accounting exports keep finance teams out of spreadsheets.
Gift card platform
Closed loop gift cards work inside one brand's stores. Open loop gift cards can be spent wherever the network is accepted. We build issuance, bulk ordering for corporate buyers, balance checks and redemption at the point of sale or online, with expiry and breakage reporting that follows the issuer's rules.
Forex card platform and fleet card solution
Travel cards hold several currencies on one card. We build rate quotes, multi-currency loads, wallet switching and refunds on return, with FX supplied by a licensed partner. For fleets, we build fuel and toll cards with limits per vehicle and driver, location rules, and reports that match each transaction to a trip. Public transit cards are covered on our government payment platform page.
Running the programme
After launch, a programme needs daily care: card lifecycle events, disputes and chargebacks, fee changes, network bulletins and reports for the issuer. Our managed operations team runs these alongside you, with clear escalation to the issuer for regulated decisions.
How work begins
Discover takes two to four weeks, defines the programme and the partner types it needs, and ends in a fixed quote. Build runs in two-week cycles with a working demo each time, and launch follows the issuer's and network's approvals.
