A government payment platform connects citizens and agencies to the money flows of public services, from benefits paid out to taxes, fees and fares collected. Finoserv designs, builds, integrates and runs this technology for governments, public bodies and the banks that serve them. Payments are executed by licensed banks and payment providers, and where public funds are involved, the government's own treasury rules apply throughout.

Direct benefit transfer solution

Benefit payments must reach the right person, once. We build beneficiary registries that validate identity and bank or wallet details before payment, generate payment files for the disbursing bank, and track each payment through to credit or return. Program teams see what has been paid, what failed and why, by region and scheme. Where recipients live far from branches, payments can be cashed out through agency banking software.

Citizen wallet

A citizen wallet gives residents one place to receive entitlements, pay for services and keep receipts. It is provided by a licensed bank or e-money provider under the government's brand, with features chosen by the programme, such as restricted spend for certain benefits or links to national identity services.

Transit card system

Riders want to tap and go. We build fare systems for metro, bus and parking that support closed loop transit cards, open loop bank cards and QR tickets, with fare rules, caps and concessions. Back office tools handle settlement between operators and reporting for the transit authority. Card acceptance and settlement run through licensed acquirers and issuers, and prepaid transit cards can be run as a card programme.

Revenue collection platform and e-governance payments

Departments collect taxes, fees, fines and utility bills through many channels. We build a single revenue collection platform with payment integration for government portals, counter and agent collection, and mobile apps, with automatic reconciliation into the treasury's accounts.

CBDC solutions

Where a central bank runs a digital currency pilot, we build wallets and integrations for participating banks and agencies, to the central bank's technical rules. The central bank and its licensed intermediaries remain responsible for the currency.

Procurement and delivery

We work within public procurement processes and alongside system integrators where a tender requires it. Discover takes two to four weeks, documents current systems and data protection requirements, and ends in a fixed quote. Our fractional CTO option provides senior technical oversight for programmes that run over several years.

What you own

The public body owns the platform, its code and its citizen data, with payments carried out by licensed banks and providers.

Questions

What clients ask us

How does a direct benefit transfer solution prevent duplicate payments?

It validates each beneficiary against identity and bank or wallet records before any payment file is created, and blocks repeat entries across schemes and regions. Payments are made by the disbursing licensed bank, and every credit or return is tracked back to the beneficiary record. Program teams can review exceptions before release and see a full audit trail afterwards.

Can a transit card system accept bank cards as well as transit cards?

Yes. We build fare systems that accept closed loop transit cards, open loop contactless bank cards and QR tickets on the same validators and back office. Fare rules, daily caps and concessions apply across all of them. Bank card acceptance runs through a licensed acquirer, and settlement between operators is handled in the transit authority's back office.

Does Finoserv provide CBDC solutions to central banks?

We build wallets, merchant acceptance and integrations for banks and agencies taking part in central bank digital currency pilots, following the central bank's technical and security rules. The central bank issues and governs the currency, and licensed intermediaries distribute it. Finoserv does not issue currency or hold funds; it builds and runs the technology for its clients.
